The recent Oil and Gas discoveries in the Eastern Mediterranean have the potential of transforming the economies of Lebanon and the other concerned neighboring countries.

On 4th January 2017, the Lebanese Government approved the two long-awaited decrees that define the country’s maritime blocks, and specify conditions for Exploration & Production (E&P) tenders and contracts.

Further in January, H.E. César Abi Khalil, Minister of Energy and Water, announced that five of the ten maritime blocks (No. 1, 4, 8, 9, 10) will be tendered in the first E&P licensing round, and that the Ministry will open a prequalification round second to the one that was held in 2013.

Overall, the process goes according to the following timetable through 2017:

Second prequalification round: February 2 – March 31
Announcement of the newly prequalified companies: April 13
Bid submission date from prequalified companies: September 15
Publication of list of applicants for each block: September 22
LPA’s assessment report about the bids: October 16
Council of Ministers may convene to approve the offers: as of November 15
The Lebanese Government also filed a request to join the international Extractive Industries Transparency Initiative (EITI) which promotes public awareness about how countries manage their oil, gas, and mineral resources
