Oil & Gas University Talk 2017

The prospective Oil and Gas resources lying off the coast of Lebanon carry the potential of transforming the country’s economy. Lebanon’s “Exclusive Economic Zone” (EEZ), which is the maritime area over which the State has sovereign rights, has been divided into ten maritime blocks.

Early in 2017, the Lebanese Government launched the country’s first Exploration & Production (E&P) licensing round by putting out to tender Blocks No. 1, 4, 8, 9, and 10. As a result of the process, a consortium of Total SA (France), ENI International B.V. (Italy), and JSC NOVATEK (Russia) made offers for Blocks 4 and 9.

A statement by the Lebanese Petroleum Administration (LPA) ensued, saying: “Upon the results of the evaluation process, the Lebanese Petroleum Administration will submit to the Energy and Water Minister an evaluation report no later than of Nov. 13, 2017. Accordingly, the Minister will submit the results of the full evaluation process to the Cabinet to make the final decision with respect to awarding blocks and signing the Exploration and Production Agreement(s) with the winning consortium(s). The EPA follows a preset model issued in Annex 2 of Decree 43/2017.”

The LPA further said: “The ultimate goal of the exploration phase is to strike a commercial discovery, hence the awarded consortium(s) is (are) committed to implement an exploration program based on the petroleum industry’s highest standards and practices.”

Under the topic “The Lebanon Oil & Gas Exploration & Production (E&P) Tender, and the Vision for the Period After” the 2017 University Talk is set to be held at Beirut Arab University (BAU), Debbiyeh Campus, on 7 December 2017, from 3pm to 5pm. Hosted by BAU Student Chapter of the Society of Petroleum Engineers International (SPE), the event will feature:

• MP Mr. Yassine Jaber as Honor Guest Speaker. An active member of the Lebanese Parliament’s Finance & Budget Committee, H. E. MP Jaber submitted in October 2017 a Draft Law for the creation of a “Directorate General of Petroleum Assets at the Ministry of Finance”.
• Mr. Jean Riachi, Chairman & CEO of FFA Private Bank, in view of the bank launching a $ 1 billion Structure Investment Vehicle set mostly to target energy-related infrastructure projects.
• Dr. Nasser Hoteit, Board Member of the Lebanese Petroleum Administration (LPA), and LPA’s former President (2014).

And as per the format of Front Page Communication's Oil & Gas University Talk, a Q&A session with the students will follow the speeches.
